Chelsea were told that they needed to pay £50 million to sign Thomas Partey in the summer.
La Liga TV’s Semra Hunter told Sky Sports News: “Lucas Torreira is in Madrid, he had his medical a couple of days ago and he is ready to go, he passed that with flying colours.
“The problem is Atletico Madrid have to offload someone at the very least, it looks like it will be either Thomas Lemar or Hector Herrera or a combination of the two. But neither have a transfer deal in the works.
“When it comes to Thomas Partey, Atletico have said he is untransferable and they won’t sell him, but if Chelsea or Arsenal are interested, they will have to pay his release clause of £50m.
“As of right now, that hasn’t been activated and he is staying put. Atletico are counting on Partey and they have to get rid of someone else in order to make Torreira official.”
Former England striker Peter Crouch has claimed that Declan Rice was looking like a man that didnt want to move.
He said on BT Sport “I watched Declan Rice closely, because of the price tag with the rumors of him potentially going to Chelsea.”
“But he didn’t look like a man who wanted to move on.”

We have done alot of transfer deals this summer which meant that Frank Lampard could not guarantee Barkley a regular starting space in the squad, or even much game time in that Chelsea shirt.
And having fallen down the pecking order, the England international was allowed to leave for Aston Villa as he seeks more minutes ahead of the Euros next year, but Merson believes that Lampard is playing a “dangerous game” by letting Barkley leave, believing the 26-year-old can become a “superstar” at Villa Park.
“Frank Lampard has made a mistake sending Ross Barkley out on loan because he will be a superstar for Aston Villa,” ex-Villa forward Merson wrote in the Daily Star.
“What a signing that is. I can’t quite believe it, if I’m honest. How Barkley doesn’t get in the Chelsea team beats me. He is a huge talent.
“To let him go like this, especially to another Premier League team, is a dangerous game by Frank.
“If Barkley hits the ground running and starts ripping it up for Villa then serious questions will be asked why Lampard let him go.
“Chelsea have already gone out of one of the cups and they have looked hit and miss so far in the league despite spending all that money. They are still not defending well and Frank won’t need any extra pressure on him from Ross Barkley tearing things up at Villa Park.”

Havertz is just one of a number of players that boss Frank Lampard brought to the club this transfer window as he looks to reinvent the side into a Premier League title challenging squad.
His performances have improved game by game since that debut at Brighton, with the weekend victory over Crystal Palace offering further proof of collective progress between himself and the rest of the squad, he has sent a very exciting message to the fans.
‘The first half was difficult because they were stuck in their own half and it was difficult to create chances, but the second half was better,’ said Havertz on the club website
‘We played well and scored four goals. It gives us a lot of confidence. After the international break we have to continue like this.
‘It takes a bit of time to find connections. A lot of players, like me, didn’t have pre-seasons, and a lot of players are new. It takes maybe a month for everyone to settle in nice. It’s different for players to come from another country, young as well, but now we are settled in very good.
‘We are getting more comfortable on the pitch. We all have to get a little bit fitter and when we do that we will play better and better.
‘We can achieve a lot this season. We have very good players, a good coach, and we are here to win titles. That’s our goal.’
Havertz is also better placed to judge the contrast between the English top flight and the league he had hitherto plied his trade in, the Bundesliga.
‘It’s very different to Germany and that’s a reason some players need a bit of time to adapt,’ he noted.
‘There’s a lot of running in the Premier League, very aggressive. In the Bundesliga when you play against lower-placed teams sometimes it’s easier, but here when you play against teams like West Brom or Brighton they can play very good football.’
